More reasonable companies like Sega would probably be happier and less litigious if your patch required the original official game image that they will happily sell you. Don't count on legal protection unless it's in writing. In the most absurd case, you could release a patch that turns a JPEG of a picture you took and posted online into Super Mario World.

Erm, these problem were OS related as it only shows on my win98se machine, while on other XP machine it show no problem whatsoever. First i got this: after recommenting the SetLayeredWindowAttributes() function then recompiling it, i managed into this: however, when i click 'Browse' nothing happened. Anyway i decided to type the filenames directly then hit 'Apply', luckly it works. Anyway, thanks for the excelent Der Langrisser patch, i can understand the story.
They didn't get sued, and if they did, they may well have lost. But, people do it all the same.
UI will not be responsive during this time. Input checksum is invalid. How do I fix this? I tried to 'Apply Patch to A New File' and I triedto bypass the checksum validation, but I got a corrupted file.
Ups Patcher Online
A special patching tool is used to patch GBA ROMs with UPS patches. You need a clean ROM to apply the patch, meaning a ROM with not other altercations made to it. Also, you can only use a GBA ROM if you own an actual hard copy of the GBA game to whose ROM you want to apply the patch.
Nups Patcher
It'll produce smaller patches that compress better, even for systems that don't need delta patches like the SNES and Genesis. The main use case for UPS is if your patch also contains copyrighted data, and that's data you don't own the copyright to. In that case, your patch is the difference between two files, and doesn't itself contain any copyrighted data. But you pay for that in the form of no delta compression when you need it, and bad compression ratios. Best patcher I know of is flips by Alcaro. I don't know if it has command-line support or not. 
It would be up to the courts to try and determine, and given their track record with technology, you're probably right that you'd lose.
